Filed before October 20, 2025? The 2008 civics test, on one page

If USCIS received your N-400 before the cutover you take the older test: 100 questions, 10 asked, 6 to pass, nine sections. The rules and the shape of it.

Most of what is written about the civics test now describes the 2025 version. If USCIS received your N-400 before October 20, 2025, that is not your test. Yours is the 2008 test, and it is different enough that studying the wrong one costs real time. Here is the 2008 test on its own terms.

Fifty-seven of the hundred are government, thirty are history, thirteen are geography, symbols and holidays. The 2008 test has a real geography section: rivers, oceans, states that border Canada and Mexico, U.S. territories. The 2025 test dropped most of that.

How it differs from the 2025 test

  • Fewer questions, fewer asked. 100 in the pool, up to 10 asked, 6 to pass. The 2025 test is 128, up to 20, 12 to pass.
  • A different list, not a shorter one. Many topics overlap, but the questions and accepted answers are written differently, and some 2008 questions have no 2025 equivalent, geography above all.
  • Fewer "why" questions. The 2008 test asks mostly for names, numbers and dates. The 2025 test added many questions that ask for a reason.
  • Same state questions. Your governor, one of your senators, your representative and your state capital are asked on both, with the same answers for DC and the territories.
  • Same English test. Read one sentence, write one sentence, from the same vocabulary lists.

The 65/20 bank

Twenty of the hundred are marked with an asterisk on USCIS's list for applicants who are 65 or older with 20 years as a permanent resident. It is a different twenty from the 2025 bank. Both are marked in our study material, so pick your version once and the right bank follows.

How to study it

The method is the same as for the 2025 test: learn by section, fill in your state answers early, pick one answer per question, practice out loud with the real count and pass line, which for you is 10 questions and 6 correct. Ten questions and a pass at six means a strong start ends the test early. Get the first six right and you are done.

Both versions are free to study here. Choose the 2008 test once and everything, flashcards, sections, state answers and practice tests, follows that choice.
